African Development Bank Commits $80 Million to DRC’s First Census in Over 40 Years

The African Development Bank Group (AfDB) has announced an $80 million contribution to support the Democratic Republic of the Congo’s second General Population and Housing Census (RGPH2), marking a major step toward updating the country’s demographic data after more than four decades.

The announcement was made on March 23, 2026, during a donor roundtable held in Kinshasa, bringing together technical and financial partners. The Bank’s contribution represents a significant portion of the total $200 million pledged for the initiative.

Funding Breakdown

According to the Bank:

$50 million will finance census operations

$30 million will support institutional capacity-building, particularly for the National Institute of Statistics and agencies involved in planning, programming, budgeting, and monitoring and evaluation

First Census Since 1984

This census will be the first conducted since 1984. Since then, the country has experienced substantial demographic growth, with its population now estimated at over 112.8 million people—nearly four times the 1984 figure.

Strong International Support

The roundtable saw participation from key international partners, including:

The World Bank

The International Monetary Fund

The United Nations

Additionally, Côte d’Ivoire pledged support through data collection equipment and knowledge exchange, while the Congolese government has already contributed $30 million from its national budget.

Strategic Importance

President Félix-Antoine Tshisekedi Tshilombo emphasized that the census is not merely a technical exercise, but a critical national milestone. He stressed that accurate and up-to-date data is essential for effective governance, planning, and development.

He described the census as “an act of sovereignty, an instrument of public justice, and a key lever for effective state action.”

Strengthening National Capacity

AfDB officials highlighted that the support extends beyond financing to include technical assistance and institutional strengthening, ensuring the census is conducted in a transparent, efficient, and sustainable manner.
