SALGA and The Global Trust Project Launch Pilot to Strengthen Municipal Trust and Service Delivery in South Africa

The South African Local Government Association and The Global Trust Project have signed a three-year Memorandum of Understanding (MoU) to pilot the Trust Equity Framework (TEf) in up to 18 municipalities across South Africa.

The voluntary initiative aims to enhance municipal trustworthiness, improve service delivery, strengthen stakeholder relationships, and create more credible local environments for investment.

 Mounting Pressure on Local Government

The pilot comes at a time of sustained pressure on local government. According to the Auditor-General of South Africa, municipalities took an average of 123 days to collect outstanding revenues in the 2023/24 financial year.

During the same period, R50.96 billion in debt was written off, while water losses reached R14.93 billion and electricity losses totaled R22.36 billion.

Meanwhile, the National Treasury of South Africa has prioritized local government reform and a review of the fiscal framework for 2025/26.

 A Measurable Approach to Institutional Trust

Under the MoU, the two parties will collaborate on a nationally distributed pilot over three years.

The program will include baseline assessments, leadership engagement, implementation support, follow-up evaluations, and the development of a public South African Playbook on Trust-Rich Municipalities.

The Trust Equity Framework is an evidence-based model designed to diagnose, develop, and embed trustworthiness within institutions.

At its core is the Trust Equity Index (TEi), which measures trust and performance conditions to establish a baseline.

From there, the framework supports leadership development and implementation through structured pathways focused on:

* Leadership signals

* Management cadences

* Governance systems

This approach seeks to operationalize trust as a measurable and manageable discipline within local government, rather than treating it as an abstract aspiration.

Supporting Reform and Accountability

 

The initiative aligns with SALGA’s 2022–2027 Strategic Plan, which identifies “a capable and reputable local government” as a core outcome.

SALGA represents all 257 municipalities in South Africa through its national and provincial structures and emphasizes that trust is fundamental to effective governance and service delivery.

 

Dominic Wilhelm noted that South African municipalities are operating under significant fiscal and service delivery pressures, stressing that trust must be treated as a measurable and actionable priority with tangible outcomes.

 

Lerato Phasa added that the pilot reflects SALGA’s commitment to practical, evidence-based support that responds to real-world municipal challenges and strengthens institutional performance.

 A Model with Global Relevance

The pilot builds on The Global Trust Project’s broader work, where elements of its framework have been applied in institutional and advisory settings across Africa, Scandinavia, the United States, and Asia.

The partners expect the initiative to generate practical insights for participating municipalities and create a valuable public resource for the broader local government sector.
