Engineer Abdullah Al-Sharif Arhuma, Minister of Labor and Rehabilitation in the Libyan government, revealed that the government of Hamad Abdullah Arhuma has a ready vision, which includes alternatives for appointment and employment and provides a decent life for all job seekers by providing real job opportunities in the Libyan market in general.
Engineer Abdullah Al-Sharif Arhuma, Minister of Labor and Rehabilitation in the Libyan government, called in his statements today to encourage partnership between the public and private sectors, and expand the field of training and rehabilitation in crafts and professions that provide job opportunities in the Libyan labor market. We will also work to support industry, restart suspended factories, encourage foreign investment, and emphasize the employment of Libyan youth.
Engineer Arhuma stressed the need to encourage banks to grant in-kind loans to job seekers, align education outcomes with labor market requirements, and stop some specializations for certain years, while regulating expatriate labor and deducting part of its taxes to benefit from it in providing grants to job seekers, and exempting the private sector from some taxes for certain years in exchange for employing a number of young job seekers.
Engineer Arhuma called for the need to encourage the culture of the private sector in Libyan society and link it to the unified salary schedule and social security and regulate it with laws that regulate its partnership with the public sector because Libyan youth do not feel safe except in the public sector.
Engineer Arhuma explained that he had addressed the Youth, Labor and Social Affairs Committee in the House of Representatives with an official letter to present the issue in the House of Representatives to vote on stopping the parallel Administrative Control Authority Circular No. (1) of 2025 AD regarding stopping appointment and contracting procedures to fill positions in public agencies, due to its negative effects and the frustration it caused among graduates, job seekers and students at Libyan universities and institutes.
Engineer Arhuma added that the House of Representatives should ask the Libyan government to develop a clear strategy and vision for alternatives to appointment and contracting within a period not exceeding three months, to be implemented within a maximum of six months, and he mentioned several examples, including (declaring 2025 the year of entrepreneurship and supporting small and medium enterprises) through the relevant funds and authorities.
Engineer Arhuma also called for allocating more than one billion dinars to support small and medium enterprises, in addition to expanding the field of training and qualification in crafts and professions that provide job opportunities in the Libyan labor market in general.
Engineer Arhuma indicated that it is necessary, in the event of continued contracting, to advertise jobs in all media outlets and conduct differential exams among applicants so that appointment and contracting are carried out according to competence, to achieve social justice and eliminate mediation and favoritism in general.
It is worth noting that the Libyan Ministry of Labor and Rehabilitation has signed a cooperation protocol with the Egyptian Industrial Workers Complex to train Libyan youth on the latest industrial training programs, especially since the complex has 15 years of experience in the industrial labor market and factory management and operation. Engineer Haitham Hussein, Chairman of the Egyptian Workers Complex, participated with a high-level delegation in the first scientific conference on small and medium enterprises, during which he presented recommendations and programs that contribute to the exchange of experiences between the Egyptian and Libyan sides, and stressed the support of the ministry’s vision and the new Omar Al-Mukhtar City project in general.
