Shoigu: Construction of Egypt’s El-Dabaa Nuclear Power Plant on Schedule — Russia Sees Cairo as Key Strategic Partner in the Middle East

Russian Security Council Secretary Sergey Shoigu announced on Monday that the construction of Egypt’s El-Dabaa Nuclear Power Plant is progressing according to schedule, noting that challenges related to Western sanctions are being “largely resolved.”

During consultations in Cairo with Fayza Abou El-Naga, Advisor to the Egyptian President for National Security, Shoigu stated:

“The construction of the El-Dabaa nuclear power plant is proceeding as planned. Current issues, including those related to Western sanctions, are being generally addressed. We are also exploring the expansion of Russian–Egyptian cooperation in the nuclear field through new projects — including the construction of large and small nuclear power plants, the operation of floating power units, and the use of additive technologies and energy storage systems in industry.”

Shoigu added that work on establishing the Russian Industrial Zone in the Suez Canal Economic Area will intensify in 2025, emphasizing that the necessary legal framework for the project has already been established, and that it is now moving toward practical implementation.

Concluding his remarks, Shoigu affirmed that Moscow views Cairo as a key strategic partner in the Middle East and North Africa, highlighting the importance of strengthening bilateral cooperation in the fields of energy, industry, and nuclear technology.
